This study was completed under a Participating Agency Service Agreement between the Economic Research Service, United States Department of
Agriculture, and the United States Agency for International Development,
Vietnam Mission . ..!/ The authors are indebted to Shelby A. Robert, Jr. and
Ralph E. Holben of the Mission for helpful guidance and counsel throughout
the study. Mr. Harris Magnusson also provided much background information
and help to the ERS team in Vietnam, which was greatly appreciated.
Ambassador Do Vang Ly and his staff of the Vietnam Embassy were most
helpful while the team conducted field work in Japan. Mr. Tran Van Tri, Vietnam
